Solution:
Change your Application Scope back to Global
Go to the Lab Management module and choose the Repair Machine Learning option
Run the repair
Go to the Vocabulary Sources module
Go down the list for the English language options and choose the Synch button
The items should start saying 'Synching in Progress'
Once all of the EN items are complete, try the lab again
